How would you describe The Devil as the feelings of a rival?
Sure, this response is a bit delayed but hey... I like to share. As I tend to deviate from the traditional blanket meanings for the cards, some things came to mind.
The way you've stated the question paints an interesting picture.
1. A rival - competitor, opponent, challenger, adversary
2. The Rivals -> feelings
If I were to read into it based on those two key words and the way you've stated the question, I would look at the Devil card as it solely applies to your 'rivals' feelings. This would not include your feelings or their feelings toward you.
With that I would say that this rival is in a state of imbalance. Beaten down to a point their own energy is having trouble saving them from themselves and the poor choices they are making/displaying/acting out toward others. We tend to see ourselves as victims of circumstance when at times we could step up to be the perpetrators hero/savior.
I guess it also depends on what you two are competing for/against... which would add some additional information to go on and could provide a different answer altogether.

wildrosespeonies: Self goal. I don't have time to sign up for actual card studies class even though I know many places offer them online. I use the guidebooks that come with the deck(s) for reference when I can't recall a card.

wildrosespeonies: Also, I think guidebooks are underrated. They can put more detail into the illustrations and some of them are pure poetry. (Mesquite and Pagan Otherworlds being my favorite guidebooks for that reason -- language is amazingly used)

HOLMES: a book written for the deck can be excellent if it adds , the tarot of the elves talked about the story behind the minors, one was really sad.. the hudes guidebook , and robin wood was awesome .
